Legacy incident systems were built to satisfy a documentation requirement. They produce forms — whether those forms describe something achievable is left to the section chief, at 0400, with a printout. Terminus software starts from the opposite end: resources tracked against a live inventory, assignments checked against what is on scene, and planning standards calculated from actual staging locations and transit times, not asserted.
