Now available — Terminus Emergency Management System

Run the incident, not the paperwork

TEMS is incident management software built around the Incident Command System. Track resources, account for personnel, generate ICS forms, and keep your command post on the same operational picture — from first notification through demobilization.

What is TEMS?

One platform for the whole command post

Most incidents are still managed with a patchwork of spreadsheets, shared drives, and paper ICS forms that fall out of sync the moment the tempo picks up. TEMS replaces that patchwork with a single, role-based system organized the way an Incident Management Team actually works — Command, Operations, Planning, Logistics, and Finance, each with the tools that section needs.

What TEMS Does

ICS-Structured Workflow

Command, Operations, Planning, Logistics, and Finance/Admin each get a dedicated workspace. Everyone works inside the same incident, organized the way the ICS expects.

Resource Tracking

Pull from a master database of more than 11,000 equipment items. Resources are imported into each incident as a snapshot, so your historical record stays accurate even as the master list changes.

Personnel & Check-In

Maintain a roster, assign people to ICS positions, and track check-in and check-out. Know who is on the team, what role they hold, and where they are at any point in the operational period.

Automated ICS Forms

Generate the documentation the response runs on — ICS 201, 207, 214, and 230, initial spill reports, and resource status reports — populated from the data your team is already entering.

Environmental & Safety

Dedicated space for the Environmental Unit and Safety to track monitoring, document decisions, and keep sensitive-area and responder-safety considerations in front of the team.

Common Operational Picture

A shared, map-aware view of the incident keeps Command and the field looking at the same picture — deployments, status, and situation in one place instead of scattered across email and whiteboards.

Built by responders, for responders

TEMS comes out of more than three decades on real incidents — Deepwater Horizon, Cosco Busan, and years of ICS training and real-world response operations for industry and government. It is designed around how Incident Management Teams actually operate under pressure, not how a generic database thinks they should.

The result is software that gets out of the way: fast to stand up for a new incident, organized by ICS section, and focused on the documentation and accountability that responses and regulators require.

Meet the Team Behind It
Incident-scoped & multi-tenant Run multiple incidents and organizations with data kept cleanly separated.
Role-based access People see and edit what their position needs — and nothing they shouldn't.
Snapshot history Imported resources are frozen to the incident for a defensible record.
Drill & real-world ready The same platform supports exercises and live activations.
